Executive Agency „Maritime Administration” (EAMA)

is a legal entity to the Minister of Transport, Information Technology and Communications. The statute of the Agency is regulated in the Merchant Shipping Code of Bulgaria - Art. 360, para. 1.

The Agency is managed and represented by an Executive Director, appointed by the Minister of Transport, Information Technology and Communications in consultation with the Prime Minister of the Republic of Bulgaria. The activities, structure and organization of ЕАМА are laid down in the Statutory Regulation, adopted by the Council of Ministers.

The headquarters of EAMA is located in Sofia and there are regional offices in Varna, Burgas, Ruse and Lom.

Territorial jurisdiction of EAMA

EAMA’s territorial jurisdiction extends to the internal sea waters, the territorial sea, the Bulgarian section of the Danube River and the relevant coastline, the territory of the ports except the military ones, the Bulgarian maritime responsible search and rescue region and the shipping rivers that flow into the Black Sea.

Main Tasks and Responsibilities of EAMA

The Agency:

Organizes and coordinates activities related to the safety of shipping in the sea spaces and inland waterways of the Republic of Bulgaria;

Ensures the actual liaison between the government and ships flying the Bulgarian flag;

Exercises control on:

Observation of shipping safety requirements by Bulgarian and foreign ships;

Observation of the working and living conditions of seafarers;

rovision of services for traffic management and information of shipping maritime spaces, inland waterways, canals, ports in Bulgaria and other duly defined regions

Compliance with the quality requirements for marine fuels;

Organizes and coordinates search and rescue of people, vessels and aircraft in distress;

Supervises and organizes the protection of the marine environment and the Danube River from pollution from ships;

Organizes and conducts examinations for competencies to seafarers;

Issues certificates of competency to seafarers;

Maintains registers of ships, seafarers, ports and port operators in the Republic of Bulgaria.
